Perfect Pass Filter ?

I'm slipping on my Perfect Pass knowlege. I see georgea has a photo of a Perfect Pass Filter posted. What does it do? Where does it connect?

I think it has something to do with the surge/speedo issues some of the X10s were having, but I could be wrong (I stress, I could be wrong).
