Fuel capacity/gauge reading

I have a prostar 205 '98 with the LT-1 package. My owner's manual says I have a 32 gal. tank however when my gauge is at 1/4 the most I have ever pumped in is around 16-18. Is my gauge wrong or am I mistaking the capacity spec. in the manual?

I have a 97 205 w/ LT1 and it specs out a 31 gallon fuel tank. My gauge acts the same way. I put 14 gallons in when the gauge reads about 3/8 full. My gauge also never reads completely full when I know I have topped off the gas tank.
