Well had starter tested, it was good. all cables are good based on meter. could I hook up water to fake a lake and leave plugs out and see if getting water in cylinders or other what are some other reasons for hard cranking when putting water in the mix.

If you had water in the cylinders your oil would be milky brownish white.

well it is not milky at all. just can't seem to figure out why it is so hard to start sometimes. could it be a bad solenoid? any other explanations for hard starting problems when the motor has been run.

I would test it at the ramp- your exhaust manifolds may have problems that won't show up just by running it on the trailer. Obviously, you don't want to be doing diagnostics when the ramp is busy but it's best to do something like this in more of a real world environment. Don't actually launch the boat, just put it in so it's floating normally and leave the winch strap on.
