They are used for hanging fenders and or tying your boat up to a dock or other boats.
If your interested in installing some, my installation tutorial posts are here, Pop up cleat tutorial, http://www.mastercraft.com/teamtalk/...ghlight=cleats (http://www.mastercraft.com/teamtalk/showthread.php?t=28847&highlight=cleats), posts 45, 46, and 55.

is the lettering red on the cleats?

No, just cast into the stainless and the ones I pictured have the owner installed red option.
If you want to color them in with your choice of colors, apply the paint into the lettering all the way outside the lettering a little bit, let it dry about 3/4 the way and take a piece of cardboard that won't bend that is lightly saturated with lacquer thinner and rub the face of the cleat with the cardboard till all of the excess outside the lettering is dissolved and on the cardboard. After it is dry, apply a light coat of wax to remove any film/tint the lacquer thinner may have left behind. Using cardboard that won't bend, unlike a rag or paper towel will prevent it from sagging and getting into the letters and remove the paint inside the center of them and/or leave any lint.

You might want to check if they are the new or older style cleats.

The newer style are exactly as Harold has posted. The older style has a laser embossed logo like this:
