secondary carb not opening

hi guys , im currently doing the head gaskets on my 93 prostar but while im waiting on the heads to come back from the shop ive been tinkering with some other bits and bobs, just noticed that the secondary barrels on the carb were rusted and seemed seized up , but also that when the throttle is wide open the arm doesnt go far enough to open the secondary barrells , is there an adjustment for this or does it open another way ??
had it rebuilt last year and it worked fine but hasnt had a good run this season yet !!!:(:(

d'oh...........sorry guys i had a very blonde moment when i placed this post of course it works on a vacum , thanks for the sound advice tho ,
