Trottleing up fine but jumpy when going down. PS 190 1989

I have a small trottle issue with my PS 190 1989. It trottles fine up but when i decrease trottle at first nothing happens and then it falls very quickly, so kinda hard to keep the speed stable. It feels like i'm pushing/pulling the cable when trotteling down and nothing happens. Could this be a carb issue??

Sounds more like the return spring is weak, or maybe your throttle cable is binding. Maybe your cable needs to be lubricated, or maybe you need a new one.
