Work the whole assemble out by losening the rubber gasket. Then the bulb comes out the back.

How often do you dunk it in salt water?

the lights on the fenders push them out from the back...they just pop out....the ID light on the bottom looks to be riveted...drill out the rivets.....grind the rust down and see if you hit solid metal....if it is rusted through....get it fixed....if it is just surface rust...grind, sand, fill in, prime, paint

You don't remove the bulb. You replace the entire assembly. They're about $11 at WalMart. Pull the gasket off (save it in case it's a better fit than the replacement). Pull the light out, yank the plug on the back. Pop the plug into the new light, and reinstall with gasket.

On the rust, just grind to bare metal, prime and paint.

Regarding the rust, if it has been a fresh water trailer then grind down and repaint. If it has been used in salt water, I wouldn't bother fixing it. They generally rust from the inside out and you are just seeing the tip of the iceberg. Any repair will be a short-term cosmetic solution only. Unfortunately, just a couple of dunks in salt water will ruin a painted trailer unless the inside of the rails are flushed.
