After disconnecting my battery to charge it, I found my speedometers (on a 2004 Prostar 197) were reading about 50% slow. I got my handheld GPS out and attempted to calibrate it with the speedo switches on the dash, but the maximum speed I could raise the gauges to was still approx 2 mph slow.

Is that typical? Any ideas on how to fix without complete replacement?

You should have the paddle wheel pick up sensor on your boat. I'd check the paddle wheel first to see if it's out of place, has some junk in it or has somehow been damaged. It's a pretty straight forward system that counts pulses from a magnetic pick up. Sounds to me like yours is being obstructed somehow. Perfect Pass includes a spare paddle wheel when they sell you a new system. That should tell you something.
