Can anyone please tell me where the ballast pump for the front ballast tank is located

On my 06 Xstar it is on the back wall behind the engine. It is the center pump.

Same location on my '05 X-star too.
Are you having trouble with filling/emptying the front tank? That pump has to work a little harder, pumping a longer distance. Make sure your pumps have the yellow impellers, they work better than the black ones.
