I did a search and never really found anything.
I have a 2003 x2 and would like to see a ballast scematic(sp) I can't figure this thing out.

Should go something like this (see picture) if it's the same concept as our former '02 X10:
Fill:
Pumps pull water in from thru hull, thru manifold, thru pumps, to ballast sacs/tanks. Drain check valves (C/V) are pulled shut due to suction.
Empty:
Pumps pull water from sacs/tanks, push into manifold, c/v on thru-hull (T/H) inlet is forced shut, water forced out side manifold exit lines.

The manifold??? do the pumps pull water thru the engine first???or am I missing something.
I just replaced all the balast pump impellers to the yellow ones.
Here's my problems.
-When filling the center bag I can lift the locker door and see the bag is full but,there is no water coming out the overflows.
-When empting the center bag its like the pump loses prime and I have to hit the fill/empty switch a few times before the pump starts to empty.
-Also the center bag does not empty all the way..there is still some water left in it.
Does anyone have a similer problem?? or a quik fix.
The back tanks fill/empty fine.

The pumps do NOT pull water thru the engine. MC uses a manifold as a central routing system for the water. On our former X10 it was a (aproximately) 6" x 12" X 3" white plastic rectangular object attached to the stern wall in the engine compartment. There were 6 hoses attached to it.
In my experience, the center bag vent lines do not operate very well. The length and height of hose makes it difficult to push that column of water out the vent line.
I'm not sure about losing prime while emptying. Are you saying they start to empty and then lose prime, or never start to empty?
As for not emptying all the way, if you have the two vent lines coming off the top of the bag, you may be pulling air before the bag is completely empty. I had to hold the bag up when it approached empty to get it to finish.

Was at the lake yesterday and Balast seemed to work ok the center bag filled till there was water coming out the overflows.At the end of the day I hit the empty switch and nothing... So I flipped the switch to fill let it run for alittle while the hit the empty switck again and the center bag started to drain out.It looks like the center pump has to be primed before empting.

I noticed a similar thing yeasterday with my 2005 X10. I have been having the same issues. I switch to empty, and nothing. Fill then empty and off it goes. I have also had problems with popping breakers on the Port and Starboard pumps.
My thought was that the impellers get bound up with algae, and I have to cycle the pumps a little to get them to free up. I plan to talk to the dealer about it when I go in for winterizing.
I thought the pumps are autoprime, but maybe I am wrong. I should look at the model and see if I can find a spec sheet online.

The pumps not firing are a pretty well known issue that many have experienced. The trick is to flip the pump in the other direction (next intended direction) when finished filling or emptying. Basically, reverse them for a couple seconds to get the impeller vanes switched around.
For example: When filling is completed, switch the pumps to empty for a couple seconds to get the impeller vanes switched into the empty direction. Kind of a PITA, but it's one of the work-arounds.
You might want to talk to your dealer about the "yellow" impellers that are supposed to reduce / eliminate this problem.
